You shouldn't assume that the reader will know all details of ToAru, some unfortunate fool may never have read the full light novel, i was lucky enough to read the mangas, watch 4 seasons of anime and read the 1st LN and the wiki didn't say that Sakurasomethig Academy was a highschool so i though it was just another one of Tokiwadai's rivals in School Garden (Girl's Only Area) and that Misaka go transferred

Huh. Not sure how to feel about this one. I enjoyed the quality of writing, especially in the characterization department, since we are basically meeting these characters for the first time (Touma is far more sarcastic, Index is far more mature, Uiharu is far more stubborn, Kuroko is far more by-the books, etc). I also liked the fast pace of the story, and the fact that the fights felt short and satisfying (one of the more common traps I see on fanfictions).

On the other hand, I found the constantly switching first person narrative to be rather annoying and distracting. This wasn't helped by the fact that this plot tried to blend 3 separate arc (graviton bombing, level upper, Index) at the same time, robbing the story of its focus. This decision made the story feel constantly choppy, and messed with the flow. For instance, 'Mean Streets' built a tension/cliff hanger around Mikoto's faceoff with Kiyama (high tension), but was followed by 'Breakdown', which has nothing to do with Mikoto, and starts with Touma recovering from his injuries in a car (low tension). Yes, it defused tension, but it wasn't in a satisfying way because it was abrupt, and had nothing to do with the source of tension. I honestly would've wished for a fully index focused story, then following it up with the level upper incident, or vice versa. The only good I see from having combined these arcs is that it ties Index's reason for being allowed to stay along with the dark side of Academy city.

In a similar vein, the interlude chapter, which was essentially an entire chapter of exposition of Academy City's role in Japanese economy felt clunky and pointless. Your readers should have basic level of reasoning to see that a city like academy city is going to be the main driver of a nation's economy, no matter what nation it is located in. Maybe it would've been better to have information like that as background noise coming from the TV, or something, or allude to it subtly, and bring it up overtly only when needed.

As for the alternate universe, it was another mixed bag. Some changes were utterly pointless (making the railgun cast older, but keeping Index and Touma the same age (index is around 14-15 and Touma 16 according to wiki)), Maika is a tech genius (why was such a character needed in the first place?), making Komoe look older (she looked like she was 10, now she looks 15. what's the point?), making Touma receive martial art training (does it really matter if he knows how to fight from street fights or from structured training? In the end, the result is the same. He punches people in the face). Some changes were just weird (Stiyl is far friendlier, Kanzaki is far less friendly, when in canon it was the reverse).

Still, many changes were interesting and opened up new possibilities. For example, the sheer fact that Kamijou Touma's abilities were not hidden away indicates that the director does not have nefarious plans that make use of him (unlike with Crowley). This means that so much of the science side arc will be changed just by the sheer fact that Touma is now a wildcard, rather than a known factor in the plans of Academy city leaders. Another aspect is that Index is capable of performing magic, and has not had her memories wiped every year. Not only does this change her personality, but it makes her even more dangerous/capable. This may even allow her to keep being Touma's partner even in science side arcs.

Overall, the story was interesting enough to get me to binge it, but at the same time it did annoy me with pointless changes and distracting story flow/structure. I'd say it's definitely worth a read though.

I like this but I can't help but find that I like the original better. It was lighthearted with serious elements. This is serious with lighthearted elements: which makes it more immersion-breaking to see the rather unlikely original series elements played straight. Forcing the characters to absorb the full moral/psychological impact of death, murder and intentional, organized child experimentation seems like it'd warrant a more believable setup than “it’s a conspiracy,” (which is also, you know, ostensibly solved mostly by children). Among other things of course. The original’s hamminess and fun slice-of-life elements are also almost totally absent.

Anyway, I’d think Misaka’s electro-shield thing could keep her safe from her railgun’s shockwaves; especially considering her powers are enough to fire the railgun in the first place.

I really like your story a lot in general but this chapter is truly special. I like that you talk about economics and how it effects the world. People don't seem to talk about economics enough even though it is one of the most important things ever. More important then politics since politics and history is often decided by economics. I checked out the comments and I saw a person who until this point say nothing but awesome call this lame. I just want you to know that there are some of us that really appreciate this kind of world building.
