I am honestly not surprised that Klarion of all people can see them. It fits with his personality and abilities. I'm also not surprised that he likes to "play" with the Spirits he comes across.
Too bad Wally's reflexes weren't successful enough at dragging Jack into doing the same. Might have helped a little, though knowing Klarion can see them is probably important. It also explains how he could be using Pitch as a contact and why he's playing intermediary.

Considering the constant puns, jokes, and pop culture references bandied about by certain young heroes, I would rather expect one of them to pin Wally with the label Time Lord as a Doctor Who reference even if it wasn't supposed to be the name of what he is (as in, the type of spirit, the way Tula is a water spirit). It just fits. XD And hey, who's to say that isn't where the name idea for the series came from, someone who knew the real Spirits and passed on stories?

This is lovely. I like the time lord as a guardian of timeless moments. It's very creative. This is a beautiful merging of two fandoms. I feel your pain on the taking years to update thing. Some stories just get stuck.
