That's not what happens in the plot of Campione. Verethragna fights Melqart. You know it's not Arthur because whenever Arthur leaves his legend, all the currently existing Campione die. It's the whole overarching plot of Campione, that Arthur is the most powerful Heretic God, because so many people know his legend, and he ends all the Campione alive whenever he turns up.

I actually read a bit of the Nasuverse wiki, apparently, Heroic Spirits do not lose their memories upon returning to the Throne. Keep in mind, for the most part, the manifestations of them on Earth are just copies, not the original. When the Spirit returns to the Throne and makes contact with the "True Body" of the original, the Heroic Spirit gains its copy's knowledge and experience, as though they had read about it in a book. However, each new copy is identical to the Spirit when they arrived on the Throne, not at the moment of them summoning. Now, if you were to summon the Spirit themselves(no, not the Grail War, I think) they would remember all the copies did, but new copies don't.

I liked it, but King Arthur acted more like Gilgamesh than Saber. I wonder how much it would have pissed King Arthur off if Shirou told him that.
