Random thought that is completely unrelated to this chapter but somehow still relating to the story: Seeing as it's canon that N. Italy is a great fencer, I feel like Italy and England would be super close fencing buddies.

No, England is England, but he represents the British Isles in the meetings. There are Scotland, Ireland, Wales and North Ireland personifications but I don't think the mangaka actually drew them out, he just said they had bushy brows, but each having a different 'feel' to it.
In the English Dub, England is Britain, but I'm pretty sure North Ireland is an unofficial character.
