Most would've started with jazz being adopted or played for the event. Your going as a form of flashback here, indirectly is an amazing technique but writing wise. It's really hard to pull off

As for the big bad guy. Wow I'm mad scientist who also happens to be German. We I know about particular bad point in their history that happened in Germany. And the relationship, the scientists at the time
cough cough World War II. Cough cough

So sad to see that a modern day someone still around. Of course, given our scientists connected to Hydra. Why should we be surprise? Of course in my experience most of ours mad evil scientists can be any nationality or gender in this day and age. Germany historically just the one to give us the definition of what evil and moral mad scientists are.

Worse I feel here is when jazz was taken. There were other girls. They could've been the ones that make it through and not jazz. Is probably weighing on jazz badly because she probably had the misfortune of actually meeting again to know some of them. The names who they were etc.

Go through the elephant in the room. Why did our fair Hydra scientist choose young women with great talent as his choice for his super soldier program. Traditionally when they try to create super soldiers it usually males that are used to test subjects. I'm thinking because everyone underestimates the girls in that regard. Or he was show how brilliant he was.

There is one huge assumption that these new bio weapon. I.e. what you care and jazz into would automatically when she manifests take orders and willingly work with Hydra. More likely that they kidnapped and tortured jazz here there when she powers up, she will find Hydra and show what she thinks of them. I.e. by removing their limbs and then mail it back to them

As for Danny the combat situation. To rescue jazz. It was out of Danny skill set. He was used to dealing with the madmen of the week. With unstable but a low-level threat

Going straight at Taylor national super villain, is technically at best a serial killer and at worst a mass murderer. Also completely levelheaded and in control. Danny's uses enemies. Also in get them talking for another plan falls apart they fall apart. Odds are this mad scientist kept his cool. All the way the end

So looks more more Danny was completely outclassed and outmaneuvered by a higher level of international criminal here.

In comparison the ghost fights a bunch of street fights

The question is when Sam and Tucker and the scene person I hope. Sooner or later Valerie and Danielle
it's how Colson going to do with this information vs. the guys in white?

Also, given that Danny's involved sooner or later the fruit loop will come involved as well.

Christ, just because it comes off as disjointed and you might be struggling doesn't make it a bad story you just gotta work and tweak the plot to make it do what you wanna do. You got a good story and it's well-written to boot. You wanna succeed finish the damn story for your followers that give a damn you owe me this much for reeling me in the first chapter.

So I take it this story is the underdog of the Avengers Danny Phantom crossover stories? I adore the premise of this story and I can tell you really must be trying and I can see that clearly in these chapters you written. The fact Jazz is some bio-weapon and though Danny might come off as OOC to some I can believe Dr. Stein must have overpowered him somehow to knock the poor kid down a few pegs.

It is a little confusing. Here, given the way Danny sounding about his enemy here the one who took jazz. He sounds like some rookie child playing hero

it far enough in the timeline of Phantom that jazz knows about Danny secret and is effective in his battles. My now Danny should have a truck load of experience dealing with cranes nut jobs and super villain wannabes

Also should have ghost allies to get help him and human allies
where the hell is Tucker, Sam , technically Valerie and Danielle. In all this?
Also, being this far along jazz knows that means TUE happened, that alone means Danny should be in a combat veteran, as well . The whole fight the ghost King thing probably happened as well

bottom line, Danny should have mad skills by now dealing with bad guys

Also, really never seen any evidence that the cops in Danny's town of competent to do anything other than find a doughnut shop. Think about it the kidnapping of the Mayor, freak shows robbing spree. The attack on Valerie dad's workplace at least three times.
The large bounty. Let be placed on Phantom's head. With armed vigilantes attack. Everyone in town to try to get it. You could argue most equipment wasn't street legal

And when jazz is kidnapped. And the cops some he would know what they're doing
Technically in the show window like at least six kidnappings And you never see the cops even come close to solving it.

Danny the think he screwed up royally they need to be punished. After his rescue jazz didn't go smoothly. Point is that bad a tricky to almost never perfect. The Vatican I stated shows Danny should have no reason to believe that the authorities in this town would have a chance in hell doing any better. By the record, they probably do worse

my theory shield director is having problem with Jasmine, she was forced. Part of bio weapons experiment. Hinting at it she might no longer be fully human or normal. He thinking that he's got Incredible Hulk type situation on his hands or Ironman type response
He doesn't know which way she'll go

Which also both question why did bad guys go after Jazz to begin with. For their experiments?

It seems like we have no information what's going on? Great suspense storytelling
but eventually you have let us know what's happening, is the worst thing mysterious stories can do is drag it out forever.
