There's numerous pieces of evidence for this, such as the fact that Cloud joined SOLDIER to impress Tifa, or that Cloud and Tifa are confirmed to have had sex under the Highwind, or that Nojima has said Cloud and Tifa belong together, or that Cloud is explicitly stated by the Crisis Core Ultimania to be in love with Tifa, etc. That's just the tip of the iceberg. Below is a link to a FFVII Plot Analysis by Squall of SeeD AKA TresDias AKA Hawkeye that goes into moar detail about why CloTi is canon in its "Who is Cloud in love with?" section, which I reccommend you read.

I think the story depends on the author. I see a lot of "filler" chapters, but they're not a bad thing. It all depends on where the story needs to go. I don't think something needs to happen all the time as long as the chapter is relevant to the story.

Can't wait to see what's in store for them next!
