In any case, I think that the idea to fight him was idiotic. While I am actually not sure where their stood in terms of power level (Hiraishin vs Raikage's lightning technique), and he has had more than a decade to grow and train, Minato essentially revealed his current power level (much lower than in the past), which is not exactly something I would want to give away before being up to a level close to where I was in the past (in that respect, I also disagree with the assessment that he couldn't surpass his former self: while it might be true that he would have reached greater heights without his current condition, he was young when he died, he had yet to fully realize his potential, now he has all the time to train and improve, mastering new abilities he didn't have before, such as completing the Rasengan. Technically speaking, I am unsure how much his abilities would be impaired, given that the Hiraishin was his main claim to fame, and he can still do all his techniques.

I am actually not sure whether him or his father were behind the Hyuga incident.
