I haven't read a good villain redemption story, but I finally hit the jackpot with this one. Thanks for the awesome story.

I would very much call Bills evil, his job is supposed to be to judge worlds, based on the worthiness of all their inhabitants, which kind of sucks, but as you said the DB universe is finite, so world has to be destroyed for new ones to be made, so it make sense to have a guy, whose job it is to find the least worthy worlds and destroy them, but Bills don't do his job properly, instead of spending time studying a worlds population, determining how kind strong and clever they are, he just make snap judgements, based on how much they suck up to him.

So while Bills destroying planets don't make him evil, him being a corrupt official who's not doing his job properly, but instead just destroying worlds nearly at random to fill his quota, very much makes him evil.

If he actually had been doing his job properly, then the galaxy would have been a far better place, as he would have been purging the most evil worlds, preventing their rots from spreading though the galaxy, but that's not how Bills roll, he either destroy planets because they annoy him, or if no planet has slightly annoyed him lately, he will just destroy planets at random to fill his quota, and that's very much evil, his job is an ugly necessity, but the way he handles it makes him evil.

Goku probably was that immature as a little kid, fact is just that we don't see him as a little kid, the first time we meet Goku he's 10-11, whereas Goten is only 6 years old, you do a lot of maturing in those years.

Interesting chapter and plot and idea

Frieda designed Golden to mock Super Saiyan. Hell it may have the same multiplier. Considering Frieda’s untrained Birth Form is so much more powerful than a Saiyan’s it would make sense in Super’s context. Of course it’s relation with Super Saiyan could be taken advantage of here with a few deaths. And if those deaths had to do with some of the people that fell Lord Frieda, the Golden Emperor may rise.
