Now, if you're refering to asian culture, it is true that kissing in public is frowned upon, but it is for both married and non-married couples, and only in public, once in private, they can do just whatever they want.

The main idea had me hooked so far, the only thing that I don't get is how Saito knows so much about pieces of story that should have been lost...

Good job on improving on all of the characters its a serious flaw in manga/anime were side characters become useless for anything then being cheerleaders when that is almost never how it will work out. You can spout about how anyone can do anything with hardwork but when only two characters get stronger its kind of pointless.
