I don't buy Goten being put in an orphanage the only people in the world who could force him to go are Gohan, Vegeta, and maybe Trunks and Majin Buu. If he doesn't want to go he's not going, and there's no one (not on his side) that can make him. Plus they know to many rich and/or powerful people ex: Mr. Satan, The Ox-King, The Brief family. And if someone tried to take Goten they could lock them up in the Ox-Kingdom for trying to abduct a prince, his grandpa is The Ox-King after all.
