Going by the manga/Japanese dub of the anime, he was 9 when he fought Cell, so seven years later he would indeed be 16.

Gohan was four in the half when he started training with piccolo. Two, I think that you should make Gohan wear his Saiyan outfit without the cape and the helmet and change colors of his suit. Green be replaced by orange and black be replaced by buckle of his belt replaced a "S" buckle. As for the gloves and boots, I'd give him Xeno Vegeta's.
