Dami isn't Genin, he's ROOT, like Sai. He's too expertly trained for that.
And you have Bruce and Alfred mixed up. The Kage is the strongest ninja of the village, the third was only old, because he had to take back over after Minato died. SAGES are full of wisdom, and typically old. As such, BRUCE would be Kage (since he's the head of the Batclan, and the Justice League itself most of the time), while Alfred is a Sage.

Oh, and Cass would be ANBU.

XD Yeah, Alfred is definitely the Kage of the Village-Hidden-in-the-Cave.
XD Bats is the grumpy wayward Sage who needs scolding regularly by said Kage, Dick is his loyal highest ranking minion and everyone-else-wrangler.
I'd actually consider Timmy as maybe a Special-Jounin, depending on when this was in his development, because he scary good at certain parts of the job way early which would qualify. Poor Damien is definitely a Genin, even if he's the cranky-prodigy sort, because he needs more work on essential things like teamwork. And restraint.
Cassie would definitely be a Jounin, Babs could be by dint of sheer experience, on top of further advancements like the Oracle thing. Stephanie would be Chunin with Timmy or eventually Special Jounin, depending on how much outside training she's had yet.
Timmy will definitely make Jounin by the time he's fully grown, though. Damien may take longer because of disciplinary problems... XD

And Wally is the annoying ambassador from an Allied "Village" who is close friends with Dick, but everyone below them hates the results of them teaming up to harass the rest into "fun".
