Brothers can't volunteer for sisters as there has to be 1 boy and 1 girl in the games, if one of her brothers would have volunteered then they would have taken Peeta's place and be in the death match against her.

I understand adding that in there for the drama and because if it would have been possible I would definitely understand the fear and anger (although that crazy brother is just a JERK and I hate him, the other one I am fine with and understand his fear).

I haven't read much yet but Alicia is a kind of Mary Sue. Also, her brothers aren't necessarily cowards because only a female can volunteer for a female and same with males. I think you're making her to similar to Peeta, but then again u haven't read much yet.
