I don't get why Social Services would take Sam away. After all, Dean is a legal adult and can take over guardianship. As his brother, he would be the first to get guardianship anyway. Still, overall I think it was a very good story, I just don't get that one detail.

The semicolons are not needed before dialogue; a period would be better as the statement previous usually ends as an abrupt halt. Also, increasing descriptions with the dialogue would help make it seem less like play or script format. Really all of my problems with this story are structure related. The plot is excellent, and I hope this helps make your stories even better.
