first off a spartan would not drop his guard and put away his weapon that easily especially right after encountering a group of hostile individuals who just happened to disappear. its just common sense for a solder

You seem to have made a military dictator overly friendly and trusting toward an unknown element. Sarutobi may be in his twilight years and all grandfatherly-like, but he's still in charge of a village that runs on violence and deceit. He was a soldier as well. I like the story and all, but the only real opposition you've given Kai is Danzo and his ROOT. Not only that, but I don't think that Sarutobi would let Kai near the village's superweapon, Naruto, due to his status as an unknown. Sure, he's UNSC and had proven it and all, but relations with the village leader seem to be coming on a bit fast. Just thought it should be brought to your attention, though no doubt you've already been told by someone else, and this is your story and all.

Also, don't let all those flames get you down! This is great! (in regard to the below flame) Spartans think tactically given the situation, armor or no armor. Spartans are Special Operators at heart, being the center of attention is a death wish in their line of work, that being said, they will do what is necessary to complete the mission or task (in this case, take off the armor and blend into the populace).
