At first, I thought it was a world meeting, or that Germany was called to an Allies meeting until I read that he was there only with America, Canada, England, and France. It is like them, except Canada, to be disorganized. China and Russia don't seem that bad, so maybe they should have also been called to the meeting as role models.

I thought everyone knew that they were supposed to be properly dressed at meetings. Then again, France probably decided to disobey. I was surprised that he was scarred by Germany's sexual descriptions since France is the one who is more sexually obsessed and graphic. America also doesn't seem the type to be that traumatized by it, but I believe England and Canada would not be able to handle it. So Germany is with Italy, and France with Canada. Is America with England?

Germany is not the only one organized and responsible. Several of the Axis are, too. Maybe he should have brought Japan over to help him, but I don't think others would listen to him. Austria is strict, so he could have helped with the babysitting. They also should have had Hungary there because she could hit them with her frying pan when they misbehave.

Overall, it was funny. You mostly described the characters well.
