The Dursleys need to go to Prison Tonks needs to work with the mundane police to document all of Harry's Abuse which includes Even get hold of someone who has both a healers mastery and a Medical Degree and Licence but also get Dumbledore charged as an Accessory to all of the Abuse and Neglect.

And the Order needs to be warned to never obey Dumbledore ever again if they don't want to share in his punishment. He placed Harry with abusers and knew it but refused to do what was right and make sure Harry only went to those James and Lily's chose as guardians in fact the Order is in many ways guilty by blindly following Dumbledore Blindly. Another thing The Goblins keep records on everyone and their wrongdoing. Thus want to work with Harry to bring that evidance forward and to light.

Heck if necessary to get the point across as to what the Dursleys did to him Have Harry wear a thong to cover is bits and then have him strip in front of everyone and have him show all of the scars on his body Then have Harry share is memories of every event that lead to each and every Scar. Including Harry's and Tonk's and Fleur Delacour's memories 9f the Dursleys and their views about Magicals Such as Them calling anyone and everyone who isn't a mundane a freak and an abomination to be put down in other words put down killed executed meaning that they have no right to live or even exist.
