This is really an amazing oneshot. You could definitely develop this into something more - if only it weren't for the tons of other things on your plate, I suppose. I like the subtle references to Heroes (I don't know Yu Yu Hakusho, or else I would comment on those similarities too) and the difference in powers.

Konoha's political system interests me as well - Naruto, the prince? Ino, his princess? I've always had a thing for NaruIno so that's cool with me. And the Hyuuga as some family of seers?

I cannot believe that this is a one-shot:(! This needs a sequel...omg this could be such an exquisite story...uh I'm just so sadden that this is a oneshot...
