First off, I'd like to congratulate you writing the girls as being capable, as they were severely neglected in the manga (and fanfictions in general).
It's refreshing seeing a good fanfiction with the girls. :]
I'd like to say more but I really don't know how to word it...
Well, I'm glad that you switched I-Pin from Rain to Sun, as Sun does seem to be the standard 'hand-to-hand' fighter, and 10YL I-Pin uses martial arts. (though for some reason i always associate her with Storm, probably because she wears red and is trained under Fon)
While it would be neat to see a deviation from the norm, there is potentially a reason why the Flame-users stick to certain weapons.
Another thing, changing Kyoko over to Sky Flames is iffy because, where would she inherit them from?
If you wanted a legitimate (female) Sky-user, I suppose you could always go with Uni, though I suppose she does have her own family to direct...
If you wanna incorporate MM into the story, SHE could always be the Sky guardian (though the wiki says she has Sun flames in the games, pish-posh). As a Guest pointed out, giving Kyoko Sky flames edges into Sue territories, but for some reason, with MM, it just works.
You could always give her Storm flames as well and give her the Flame of Wrath. *shrug*
Any role you designate MM with, I will be happy with. I love her, she's so cool and really even though the only reason she was created was so that Bianchi's enemy during the Kokuyo arc wasn't a -*man*- (seriously though, that was probably the reason), she's still great because she isn't a sugar-sweet nice girl like most of the Reborn! girls.
She's also got a really interesting power, and I'd love to see her use it in fanfics...

Onto shipping:
I've really never cared about shipping (not since my weeb days..), but I don't mind them in stories. Most fics are shipping fics, anyway.
Though, I'm not fond when EVERYONE is shipped, and it becomes a case of 'pair the spares'. Not all teenagers have girl/boyfriends or love interests.
I will say, I like both het/slash ships, but I've never liked 1869. Never been a final of shipping rivals.
It's okay in this fic, though, as it isn't the main focus.
The ONLY ship that I'm disappointed in a lack of is Ken and Chrome. There were hints of it earlier- Kyoko mentioned that he liked Chrome to Haru, and Kyoko said that Chrome might like him back- but that was dropped I guess and there weren't any mentions of it after that.
Shame, Ken's a really interesting little dude.
Really the Kokuyo gang are all interesting, and I'd love to see more fics with them (excluding *shudder* Birds and the Bloody Twins, and Mukuro, because God know the bastard has enough fics out there. And, Lanchia is kind of hard to work into the dynamic, but then again, he isn't that interesting ((compared to the others )), anyways).

If you are looking for girls to fill a role, I could suggest Pantera. The girl from Longchamp's family? She was really neat. (bladed PINWHEELS)
I missed Longchamp, and I loved that little cameo he got at Tsuna's 'Inheritance Ceremony' (*whatever it was called), and since it would seem his family and the Vongola are allies, having a member of his family (? I don't think she was officially a Guardian) on the 'Backup' team isn't too far of a stretch.
I'll leave you now, it's late, and I'm not making much sense...

I love the concept for this story to death (the treatment of female characters in Reborn was the reason for my eventually parting ways with it) however if I am honest the writing in it has always...well moving on eh?

I agree on the romance as well, not that it isn't great to have but the fanon's constant pairing of people who barely talk in canon is another annoying aspect. On that note, why not keep to the canon on Kyouko, Haru and Tsuna and have both girls like him? Whether you go for the OneTrueThreesome/Tenchi Solution on the three of them or not (personally it's always seemed the best resolution for such scenarios to me, as long as the author goes for the mature approach rather than that of the awful "harem-fics" that litter this site like tissues in the bedroom of their target audience) it really sits better with me than the whole random pairing of one or the other.

If nothing else it fits the mafia theme ;)

I-Pin getting more time is definitely fun and I like that you're moving away from them being a mirror to the guys. It's another wonderful step towards them being fully characterised as their own people, rather than furniture in canon's spare room.

Haru especially promises all manner of wonder to come. Though I always love seeing Kyouko as a full character as well. XD

Beyond that I have nothing to say beyond that I am deeply and sincerely looking forward to reading what is to come from your pen.

I kind of think giving Kyoko Sky flames is as good as slapping the label of Mary-Sue on her in bright red ink. Furthermore, M.M. doesn't really care about anybody other than Mukuro, and actively viciously dislikes Chrome, from what we can see. So if you want to keep the characters IC, down to Earth, and not just slotted in "because she's a girl and I want a full-girl team and I like the character but want to ignore her motivations" you might want to seriously re-think things and get an impartial Beta reader who is not your friend, knows the characters, and will not sugar-coat their opinions to spare your feelings.

I love your Chrome, I always knew that spending time with the other girls would do wonders for her timid nature, and seeing Hana playing a roll in this story is very nice.

I actually look forward to seeing what pairings you decide on; though I think it'll be GokuHaru and YamaChrome. I actually prefer YamaHaru, but I read both.

In the Card games Kyoko has the Mist flames, and in the DS game Fate of Heat II - Unmei no Futari, her Flame is Lightning. In the games Ipin has Sun flames.
