Hokage is Konoha ONLY so you saying the hokages would mean more then one konoha so i'm guessing you was either new tot he series when you started or just plain didn't care as each major village has a KAGE or shadow that's named after their country

this was a nice chapter, the part at the end about a king may need to be cunning as a fox was good, it gives a hint toward the future.

Your story isn't bad, but I can't bring myself to read further. If anything, your plot is quite good. Your fights are decent. Your OC's don't turn me away. But Naruto is such an unchanging Mary Sue character that it hurts. There's no development. Like I said, your story is still good, but Naruto's character is so boring.
