So Harry has unhealty depression and anger issues and healty post traumatic stress. A psycologue or social worker could take care of that.

Now PTSD (post-traumatic stress DISORDER) is a problem that would cause reason to be weary and require a internment until the issue is explored and abated (18 months on average with a lot of wiggle room from 2 month to half a decade).
