   raervt85 chapter 7 . 11/28/2017 I realize that this story is very old but I just came across it and I like it. Paylor keeps saying how the districts don't fully trust the new government and that has caused them to be hesitant about having kids, but she just pretty much proved their point by forcing them to give up they're for the breeding program. 14-18 is a bit young, maybe she should have tried young adults like maybe 18-25. I still think it would cause some major issues but not as likely to make people think about rebelling again by forcing them to give up their kids. |

I thought nonvictors like Greasy Sae and her granddaughter came to District 12's Victors Village after the war. |
