The reason the rest of Canada wasnt allowed was the fact they were one of the reasons America was rebelling.

This is good for a story under 2000 words. And the article you mentioned was for what was Canada at the time, which was the French dominated area that is today Quebec and Ontario, with room left in it to allow the other 4 colonies of Canada as well as carabian colonies to enter if they rebelled. Safe to say not one colony acepted the offer.
