I know it's been like, what? Five years since you've last posted? And you probably will never get the chance to read this but here goes nothing anyway. I really, really, really like this story of yours and will be very glad if you to ever (which is unlikely) continue it. People always tell me that my interest in things is more or less nonexistent but this caught my eye on the summary, and that's saying something. Hopefully you'll decide to continue this.

What an intreguing story! I'm really caught up in the mystery and Arthur's past! Also loving the USUK moments.
The haunted school is a great theme, I'm enjoying it greatly! And Arthur not existing on any databases is very creepy... Just like Alfred to assume that he is an alien! But A TIME TRAVELLING ALIEN FROM GALLIFREY! DOCTOR WHO IS AMAZING. I literally flipped out when I read that!
You can't just leave a story like this hanging in a dark closet getting dusty with age and neglect! I want to know what happens next! What Arthur is going to say to Alfred, what really happened before he became 'Arthur', about the cafe, about the magical stuff. Pease, please, please write more? Its too good a story to waste!

I really like how you're taking it slow with the USUK stuff (which I assume will happen, since the story is listed as Romance). I hate the stories where they see each other and fall in love instantly and by the end of the first chapter they're going out.

I realise that your story is mainly focused on the epic supernatural stuff more than the romance, so it makes sense that you haven't rushed into the lovey dovey subplot yet. But still it's nice that the romance is taking it's sweet time. So much to look forward to!
