It's called the Chameleon Circuit. It changes the shape of the TARDIS's exterior to fit in with it's surroundings. Which is not the same thing as a cloaking device.

It did end weirdly but I still liked it

Al CAN Blink, after a fashion, but he doesn't need to, so you've got a point.

Also, the Angels can regenerate from rubble

sorry i'm too lazy to log in, this was funny. I have never seen the weeping angels episode before so now im going to have to watch it...

NICE. First time I ever saw that "Blink" episode, the Angels freaked me out so badly. But the next time I saw that episode, I figured that Sally could've been spared a lot of trauma if she'd spimply taken a crowbar to those angels. Big pile of rubble can't exactly come after you, can it?

Also, another thing; right at the beginning, you mentioned that Edward/Richard's mother's name was Amelia, but you never mentioned his father's name. This got me to wondering if they were supposed to be Amy and Rory, and our Eddie boy is actually a Pond. XD

XD That ending was hilarious. The things can't move because Al can't blink, and then Ed broke it up. I had no idea that weeping angels would be no match for Ed and Al.

And it wasn't that badly OOC. I might suggest a few tweaks of dialogue here and there, but you had the general idea down pretty well. :)
