This was nice and well written. Your battle scene was good, so don't worry yourself about how good it was. Personally and it may be my bias with Neji being my favorite character, but I think he would have beaten Lee if they did have to fight in the second Chunin exams. However, I do believe that Lee is a superb fighter and it is possible that he would indeed beat Neji but just as you've shown here, it would be a grueling battle in which one of them would lose due to fatigue. But still a good well written story.
