The Russians used a pencil because they didn't care about their astronauts, if the pencil were to break it would release electric buildup from the graphite, and would likely destroy the whole shuttle.

This old wives-tale has been debunked hundreds of times, but as your claim this to be a "true story" - here it goes:

Pencils have graphite, which can cause micro-sparks when used, especially against paper, which you definitely do NOT want in the oxygen-rich atmosphere of a space shuttle (example - the poor crew of Apollo 1). We don't notice graphite sparks in everyday life on Earth because the oxygen level in the atmosphere is low enough that the micro-sparks don't catch and cause major damage.

Also, NASA did not spend 12 Billion dollars and a decade of research, it developed independently by Paul C. Fisher of the Fisher Pen Co., who spent his own money on the project and, once he perfected his AG-7 "Anti-Gravity" Space Pen, offered it to NASA at a modest price, to as a safe way for astronauts to write in space.
