It could been higher but they left some to protect the villages. Just in case of attacks. Take 20-30% for supply line, medics, and logistics. That is 5-8 times your troop count. That was just ninjas and some samurai from the land of iron.

I like your story and i love naruhina!..um but i just hope when the time comes i kinda dont want naruto to forgive konah at all, even if they go and help naruto. I feel like even tho they regret thinking and treating naruto badly i dont want them off the hook. I know naruto is about forgiveness and all and he may have to help konah in the war, but i just dont want konah to think that hes there fried just cuz he had to enter the war

even though this is abandoned I'm pretty sure you screwed up on the whole Rice Country thing. I honestly believe even though it was never truly stated in canon to my knowledge that Orochimaru took over Rice Country an the Daimyo was either killed or to scared of Orochimaru to go against him which is why he was able to form his own village despite his reputation
