I am highly doubtful that Rozen would create more dolls just because he got tired of waiting for Alice to be born.

If you look at the end of Traumend, you can see that Rozen cares deeply for each of his dolls very much. You can watch Overture and see the care he gave every one of his dolls. In order to create just one doll, he probably had to put a tremendous amount of work into making it. Shinku said herself that the Rozen Maiden were beings just short of perfection.

What would he gain by creating more dolls? Wouldn't it take longer for all of them to wake and find a medium?

Its abit too short, but I say its alright.
