If he can't mold chakra while running, he shouldn't be able to traverse through roofs and use the tree walking exercise. (Because even if it's internal, it still counts as molding.)

Taijuu Kage Bunshin requires molding as well. And when he uses Sage chakra, he molds it inside him.

There's so many shit he should be UNABLE to do if he's incapable of molding chakra.

I mean, even Lee can mold chakra. (Albeit he doesn't expel it out of his body. He just uses it to reinforce himself.)

The "can't use chakra when excited" thing is uninteresting and screams "I wanna be different!". He can still use chakra if he molds it before hand and stills uses the kyuubi's chakra when he can't, so there really isn't much difference if he has it or not.
