All of this is confusing. I didnt understand nearly anything in this chapter. The flashbacks arent distinguished enough from the "real" story. There are so many characters that it is hard to keep track of all of them. The OC (Paige piper and phoebe) aren't really in character at all. And, as you've already noted, the pace is much too fast. in this form, I'd give this story a 1 out of 5 stars and suggest a beta reader or just a good proofreading/ editing session on your own.
