I liked this! I kind of wish you did a continuation where Maddie and Jack find out the truth. I know reveal fics for this series are practically a dime a dozen, but I would be interested in seeing what your take is on how Maddie and Jack would react and how the reveal would occur.

This is pretty good. I like it, at least, but I'm surprised at how accepting Maddie is of the possibility that a ghost could be in love with Sam, especially considering this sprouted from a Cordria one shot.
Cordria probably had a different sort of story in mind. Maddie would see ghosts as incapable of feeling in a physical sense, but highly emotional and extremely obsessive. Moreover, she might think that ghosts should only be able to feel the emotions present at the time of their formation, typically fear, pain, desperation to continue existing, and a longing for something that would keep them tied to the physical world, their unfinished business (the reason for their obsessions). As both you and Cordria seem to agree, Phantom should be a mystery for the range of emotion that he has, but his actions might make some sense to Maddie when she considers the effect of an obsessive desire for Sam's love combined with a crippling fear of rejection and a desperate need to prove himself worthy of the one he obsesses over. Mrs. Fenton would likely consider Phantom's crush on Sam an almost nightmarish scenario involving impossible decisions and unanswerable questions. Should she let it play out in hopes that he'll move on when his unfinished business, finding love, is complete? Is her son in immediate danger because of his crush on Sam and her apparent crush on him if Phantom finds out? Should she attempt to destroy Phantom before he can harm Sam or those around her when he starts becoming more possessive? Is she capable of anything, knowing how powerful Phantom is? Is a ghost capable of actual love, if that was what he was feeling at the moment he died? Is Phantom really capable of the wide array of emotions that he seems to have? Are ghosts truly that different from humans? Is Phantom unique, and how?
You managed to touch on some of these questions, but unlike Cordria, you either fail to notice or just downplay any of the more terrifying questions that might pop into Maddie's brain, and we are never told what Jack is thinking, but I would assume the same foundation for suspicion and fear would exist in his mind; you missed the opportunity to play on some adult fears, and I have to say I'm just a little disappointed, even though I like the story overall.
Yes, I did enjoy reading this, but I have to encourage you to think deeper to maintain the dark atmosphere that I noticed taking form at the end of the original Star Shot, the first chapter of this story. It's good, but could have been far different, far darker... I feel a bit horrible saying this, but I'd like a bit more self torture on Maddie's part. This story is good, but I still want to see another attempt at extending that Star Shot; there are too many other directions this story could have gone.

This story is hilarious, interesting, original, touching, and unique.

Impressive story, I must say. Oh and I loved how you extended on Cordria's already-great masterpiece!
