The Time Lord Victorious speech is usually cited by Americans as a declaration of Godhood. The term Time Lord has been part of Doctor Who since 1969. So after 40 years of meaning, well, a Time Lord, it suddenly means a god?

One more thing. In The Waters of Mars the Doctor didn't declare himself to be a God. British fans don't interpret it that way and certainly the writer never said any such thing.

Now that I think about it, there HAVE been television episodes and spin-offs where the Doctor has created intelligent life. Case in point, K9. There have been four models, and the Doctor built the last three.

Like I said before, this series gets many things about Doctor Who wrong.(And Sailor Moon, come to think of it, but I won't go into that here.)So attempts to put it in it's place fall flat.

The Doctor hasn't created universes, spawned life, and ruled over worlds, but he has saved the multiverse many times over.

Boasting that Ranma is twenty thousand years old is unfair. In a Doctor Who episode from 1970, the Doctor claimed to be several thousand years old. No one knows how old he really is. And by the way, So long and thanks for all the fish was written by DOUGLAS Adams.

The Doctor left Gallifrey simply because he was bored, not to avoid joining the Council.

I'm suprised The Other and Omega didn't show up to do the end narration as both of them had connections to Rossilon and the Doctor. Infact it was Rossilon, Omega, and The (Mysterious) Other that founded the So called mordern time lords. Little history on the Time lords

Ages ago The time lords (Before they became Time lords) where ruled by Mystism and Prophecies till three rose up against the tyrannt ruler Pythia. Her last act of revenge was to curse the Future time lords with the inablity to breed. This curse ended the life of Rossilon's unborn child. To keep the race from Dieing Rossilon and the other two created the Genetic Looms (A device several times more powerful then device the concived Jenny).

Omega being the Pioneering person he was created a artifical black hole which would become the Eye of Harmony. While studying his creation he seemingly died "accidently" (The first three incarnations of the Doctor would latter discover that Omega had become trapped in an Antimatter reality which he would learn to reshape.). Rossilon would take the Black hole and turn it into the Eye of Harmony and create the first Tardi

The Other would discover the Omega's accident was no Accident and to prevent Rossilon's treachery from reaching his granddaughter Susan the last naturally born Time Lord he sent her away. To prevent Rossoilon from learning Susan's location The other end his life by throughing himself into the Genetic Looms.

(This last part is mostly Theory)

The other's presence wasn't finished yet though over time the Genetic Loom would recreate the other in a new incaration. This New Incarnation born the essence of the Other was none other than the Doctor. The hand of Omega an Artifact created effect the Eye of Harmony would Gravitate toward the Doctor. Susan would also gravitate toward the Daughter and Realized on Genetic level that Doctor was her grandfather.

The Doctor would make a quick pit stop somewhere before 1963 and hide the HAnd of Omega in a graveyard before going on his first offical adventure.
