Awesome chapter and plot and amazing idea

Omg, this was painful to read... This is just terrible, author had not a bad idea(tho I have no idea why he made Naruto 2years younger... its stupid on so many lvls).
But the main problem here is your english language and going with canon... its unbearably painful to read.

There is no konoha counsel Just the 2 elder advisors and the hokage superseded by the daimo only so telling this author what a non cannon organization would normally do is nonsense he can have them do whatever he wants
