Access to the book is restricted to EVERYONE, even the headmaster, due to some people in the past using the book to target muggleborns.

Magic is limited to Earth? I was really hoping you would use the common explanation that Magicals are descendants of the Lanteans, that magic is Biological ZPE Manipulation (an evolution of the Alteran/Lantean special abilities). Which are inherent to their species, and not location dependent.
