It was Aoshi's plan all along... All of it, just to propose. He had wanted audience who he didn't have to invite himself, but realized he couldn't look too idiotic infront of Kaoru and Tomoe so he, by his devious scheming got the two women out while he popped the question with only Kamatari and Kenshin there, but still have both women out of his way for the most embarrassing part.. XD

Yes, I'm a conspiracy theorist when it comes to Aoshi.. XD
