I think this is going a bit too far. Not just because I don't like this pairing, but also because I think Gibbs is definitely not the type to 'go this far' without at least a long prelude. Not the type of prelude you're thinking, mind-in-the-gutter peoples. I mean, courtship, cheesy as it sounds. Something other than tension description and a few moments and then boom.

Not to mention the age deficieny! But then, I'm not supposed to let pairing bias get to me... ah, hypocrisy...
