All your dialogue and backstory is garbage. You write poorly, you tell instead of show. One way you can get better at writing dialogue scenes is by writing standalone scenes of people interacting, such as co workers, a family, friends, etc. Telling and not showing is a big problem, there are many resources you can find just by googling, so I wont list any.

The only thing that I didn't like was the System... and this is a central part of the story soo... The things that the system demand that you do or those penalties are too much for me.
The chapter was too short to form an opinion in the characterization, but I liked the background of this Naruto.
