This is interesting, i think that both Luke and Penelope haven't had a relationship in the past year to year and a half because in a way were waiting for the right moment for them. they're best friends and will probably become more, such has a couple to lovers and so much more.

he loves her kids, which are adopted and he would probably see himself as a dad if Penelope allowed him that. plus i never count them out of having a biological baby.
