An interesting chapter certainly, reading some reviews I would like to point out that while their physical age is their legal determining factor. It does imply that one must treat a shipgirl by her given physical age. In this case, it is not a contradiction as the Mutsuki-class are apparently veterans. Physically they are like 5 years old(?) but that by no means says you shouldn’t treat them without respect.

Okay this is pure contradiction. You can't say their age is based on their looks than turn around and say the littlest ones should be treated as adults. Consistency!

rules were fine, first chapter good, second chapter was just cringe. Second chapter and the orgy isn't even funny at all at best shocking. And I doubt that discipline is that lax, even in the navy. And as one reviewer said it implies that the whole base is full of sluts, which seem out of character for most of the kansens. You might want to try writing scenes similar to Monty python, funny things don't necessarily have to be sexual.

The rule in and of itself is fine, but the story for it is more cringe instead of funny. Having the rule be made in response to alchohol makes little sense, and smash cut to aftermath of an orgy just seems to be an attempt to shock the reader. Maybe one or two people being a horny drunk I could understand but a fuckload of people all deciding to do stuff together in the same room beggars belief. It also seems to be implying that there are a lot of sluts on the base, may not have been your intention but that is what it looks like with random base personnel in the mix. Also the fact you specified "female personnel" is a bit off, especially since I already had an eyebrow raised at the fact you decided the commander was a woman. I think you are trying to hard to make it funny by being random and silly, calm down and think about what you want a story to SAY before you write it then have all scenes work together to reinforce that message.
