I am so confused. Your sentence structure is out of wack. Don’t take this the wrong way, but I would recommend finding someone to beta this. Not saying I hate itI actually think you have a great story premise hereI just think having someone look it over and critique it would be a good idea.

First, WTF is wrong with the name "Harry Potter" It's a great name! Much better than "Harak."

Secondly, your timeline is way off. Palpatine did not become Supreme Chancellor until 32 BBY, during the Invasion of Naboo, during which Anakin was take away from Tatooine and Darth Maul was killed.

And why would anyone want to live on Tatooine?

Other than those points, good job. I'll be checking in for more. :)

Its ENTIRELY Dumbledore fault, he kidnapped Harry in canon and Dumbledore should of knocked on the door. Hell Dumbledore couldn't even charge Khal with kidnapping because Dumbledore abandoned Harry on a doorstep without confirming they would take custody.
