I don't like Izuko using drugs, but it is your story. So maybe there is a point for this in the future.

This isn’t bad. But, overall, there are a few things that confuse me. Like, why didn’t Izuku just take Shigaraki’s Quirk. That would’ve solved a whole lot of issues, and I know Izuku doesn’t think the man-child deserves the Quirk either.

I do hope that U.A. gets what’s coming to them. Same with Bakugo (I really want his Quirk taken away). I believe that Aizawa is being forced to keep his mouth shut, for the reasons Shinsou had previously explained.

The only problem I really have is the pacing. To me, it feels a little too slow and I often find myself skipping through some sections, only skimming the words on the page. Maybe speed it up a bit?

Anyway, not bad so far. Keep it up, just make some adjustments here and there.

My Personal opinion and answer to your question at the end of the chapter:

Yes, though not out of a sense of pity or blind arrogance. He, by necessity, was a passive person. Being powerless and heavily bullied likely taught him to shut up and keep to himself. It likely never crossed his mind to EVER train for his impossible goal.

He, under normal pretenses, had ZERO physical way to reach his goal of being a hero. The only thing he could hope for was some inciting incident to give him a grasp at it.

Well, that wasn't what they expected.

I can feel a creed coming that will govern how Izuku uses his quirk. There's certainly plenty of people in bnha that don't deserve to have any sort of power. Though Izuku should stick to the shadows until he at least feels confident in his odds of escaping any hero. That being said Bakugo and stain's quirks added onto his preexisting arsenal would certainly give Izuku an offensive boost. Kurogiri's power is probably one of the best for escape. La brava's love quirk could be one of the best if Izuku can love strong enough. A real gamechanger is if Izuku can take a quirk from a dead person. Then it's a simple matter of researching older heroes and villains and finding where their bodies are. I think all for one has experimented with the deceased which would suggest it is a possibility. Then the matter of whether or not they deserve their quirk is moot.

They are unworthy of their power! It's time to be a judge in this quirk world. I hope for more chapters soon. Thanks for update
