Again I say, Koneko only got with Issei because he made her accept her Nekosho side, which he DIDN'T do in your story. Realize, this is a big deal for Koneko, she literally HATED HERSELF, and Issei was the one to make her accept herself, he didn't do that in your story. Also, she is NOT that close to Asia, Asia is closer to Irina and Xenovia, so your point of Koneko fitting in with Issei being with Asia is baseless, if anything, if you want to go that route, Koneko is actually close to RAVEL, and since Ravel is going to be with Naruto, by your own logic, it would make sense for Koneko to be with him.

Also, Koneko DOES have an older form, she's not as busty as Kuroka, but her 'Shirone Mode' she is Asia's height but has Xenovia's bust, it's actually pretty exotic, look it up in the Wiki. Also, don't base this story on the Anime, the anime only LOOSELY follows actual Canon, the only anime that is considered near canon is the most recent fourth season, Hero. In canon, Koneko is closer to Ravel than Asia, because Ravel and Koneko are in the same class while Asia is in the same class as Irina and Xenovia, in canon, Rias is FAR more powerful than she is in the anime and Issei grows at a far faster rate in canon than he does in the anime. In canon, Issei didn't have to use a broken Juggernaut Drive to defeat Shalba Beelzebub, he used that Cardinal Boosted Gear Canon mode he uses in the fourth season on CaoCao, he first used it in canon on Shalba Beelzebub.

Gabriel and Grayfia in his harem makes no sense. Gabriel is not only one of the Seraphim, she is probably the second most important angel to Michael. In biblical mythology, one is the 'left hand' of God and one is the 'right hand', if Gabriel fell, which she would if she became Naruto's lover, then that would only increase the pressure of the Angels wanting to kill him, it doesn't matter if he's part Angel. Angels can only apparently reproduce through a complex ritual and their feelings have to solely revolve around siring a child, this means if there is even an ounce of desire in one of them, both will fall, and yes, if you love someone and have sex with them, then you feel desire, so there is literally NO WAY for Gabriel to become his lover without falling.

Grayfia is not only Sirzechs' wife, she's Millicas' mother. Also, the reason Grayfia was made Sirzechs wife is because again, in biblical mythology, the Lucifuge are tied to Lucifer, that is why Grayfia is Sirzechs' loyal servant and her brother, Euclid, is Rizevim's servant, Rizevim is the son of Lucifer and Sirzechs is the elected Lucifer, you're going to trash the whole story to make a pairing that in all honesty, is FAR more overused than Naruto and Rias.

Koneko would honestly make sense, because one, the only reason Koneko fell for Issei is because he made her feel secure in being who she is, a Nekosho, but here, Naruto has already stolen that limelight from Issei, making Naruto essentially the one Koneko would be drawn to. Before you mention the complications with Kuroka, Kuroka and Koneko are BOTH with Issei in canon, in fact they are both ENGAGED to him, and the reason why was simple, Kuroka explained she and Koneko had to repopulate their race, so there was no problem in sharing a lover. Without Issei making Koneko accept who she is, there is literally no reason to pair her with anyone else but Naruto. Kiba she sees as a brother, Issei she sees as a pervert, and Gasper is more of her victim than anything else.

Yeah, somethings are missing. Well maybe not. You destroyed zetsu, the biggest troublemakers, the ten tailed chakra beast shell and took away all other tailed chakra beings. Brought that world's Naruto back from being dead and terribly missed for several years. You even got rid of danzo. I'm not sure more could have been done in a week. Maybe learning the methods to become a sage, but I think that's already in DxD verse. Anyway next chapter, be well and stay safe.

some of this just doesn't make sense to me though I'm not sure if it's a cultural misunderstanding or you've forgotten to include the actual details in the story and assumed it's known...I get it though despite what is written not because of it.

why say you don't know who his father is instead of we'll tell you when you're older? Also she didn't say it was a Sacred gear, she said ability given at birth... um I'm sorry I thought he had half a brain. no way in hell should he tell them anything. especially not all those details about his skills. was he taught anything about the underworld? devil's don't own the world, from the little I understand 'her' territory is really only hers because the Yokai allow it and is not applicable to anyone outside the the factions unless they have some kind of agreement. he was basically born human from there and her brother is well aware of him so? though those politics might be incorrect use your brain anyways kid, don't share strengths and weaknesses with potential enemies.
