I like this idea, and would like to know if anyone has taken you up on it yet.

That said, I had a micro idea for a line in follow-up chapter that was bouncing around in my skull:

“I’m sorry Naruto, but without this marriage, our alliance with Suna could collapse.”

“It’ll collapse faster if she has her throat cut in the middle of the night by her ‘husband.’”

if anyone ends up adopting this story could you make an announcement?

An interesting challenge, turning the Council Cliche on it's ear, outsing Koharu and Homura, having a Good or at least Good Intentioned Danzo and a slowly built up relationship between Naruto and Temari.

Coming from you, it's not surprising that The Third comes off looking bad in this, but it's not like you don't have a point, so it's not bashing in any way. Still, the rest of Konoha is every bit as much at fault as he was, which I suppose is the whole purpose of this challenge. Really, given the set-up, Jiraiya has still failed Naruto like everyone else, but he was pretty much set-up to fail by literally everyone else, so it mitigates things. The only person who hasn't failed Naruto yet, is Tsunade- who unfortunately, was placed in an untennable position by Koharu and Homura.

I'm tempted to take on this challenge myself, but I'm not sure I could do it proper justice. I'm actually kinda hoping you continue on with this concept.

I hope telling Naruto ends up with him ripping the seal and telling Kurama 'You are welcome to finish what you started'.

I know the "council" is a fanfiction trope that many use but the actual seeds for the idea make sense.

The ninja clans have pull in the government. This is a fact because they have primary control of their respected ninja. This can be seen by the attempt at the Uchia Cu. You also have jounin vote for the next Hokage as shown in the manga. Most jounin are from clans and the hokage would need to play somewhat nice with these people because they have control of large enough forces to cause issues for him and the village.

The idea of a civilian seems ludicrous at first but then you need to take into consideration the primary clients of a ninja village. Commonly clients are traders, residents, constructors or other settlements. Most of these are businesses and while ninja could probably easily kill people who disagree with them it would kill their bottom line to do so. In all likelihood guilds have probably formed which have holds over certain goods or trading routes (Gato) and without a strong reasoning assasination of these people would topple a village's economy.

Finally outside of other sovereign lands where jurisdictions become muddled there is atleast one person with more authority than the Hokage and that is the Diamo. He is likely the number 1 client of the village and the ruler of the land. Technically speaking the hokage is the general and advisor for this man on ninja matters.

Called me a cold bastard but there is one simple solution to Naruto's problem : you can't marry a dead person and Naruto has enough enemies (Orochimaru, Sasuke, Akatsuki) that could be conveniently blamed in his stead.
As for the "council" coming clean of all the lies, why should Naruto trust them ? They have all lied to him since his birth. What proof does he have that this new story they are weaving is not another attempt to manipulate him further ? Any document they show him could be a forgery, any witness could be a liar. It's difficult to not be paranoid when your whole life was a lie. And even if, and that's a big if, Naruto believed them, it doesn't change the fact that they sold him in an arranged marriage.
I'm rather pessimistic as to how this Naruto would turn, any decent manipulator like Orochimaru, Zetsu or Obito would managed to turn him against Konoha fairly easily at this point.
