1.) He was a baby. The minister at the time couldn't really shmooze with a baby. And they probably didn't know where he was. I'm sure they like to give that award in person and smile for the camera. 2.) Who knows about what really happened first year with Voldemort? The students know SOMETHING happened, maybe, but I doubt what exactly. I mean, no student asked Harry about it afterwards, did they? No one aside from Dumbledore and his group seemed to suspect anything until fourth year. The minister didn't have a problem with Harry until then so if Harry was already saying it was Voldemort, Fudge would have said something to get him to stop. 3.) Again, it was never mentioned by the rest of the school afterwards so did they know what happened really? They didn't seem anymore in awe of Harry afterwards. Malfoy didn't seem any warier of Harry. And would they let Dumbledore stay in charge of the school if they did? Most purebloods seem to only have 1 child so if he's risking them, why leave him in charge?

It's kind of weird how the previous year seems to be forgotten by all the other students until 4th year, aside from Harry's friends. No one aside from them ever seems to mention those years and even they rarely seem to think of it. First year? Gryffindor got some weird last minute points that made no sense to anyone else but unless a teacher or one of the Golden Trio were overheard talking, how could anyone know? Law enforcement didn't want to talk to Harry about Quirrell? Get his witness statement or whatever? Second year? Students and a ghost got petrified by something and Slytherins chamber was supposedly opened. It was resolved but no one wanted to see the mythical chamber? Or the basilisk to dispose of the body and deadly venom? No one from law enforcement wanted to talked to Harry about the perpetrator since it obviously wasn't Hagrid and Harry was the only eyewitness? Third year? Sirius Black tried to break into Gryffindor tower and was captured at Hogwarts but after that year, no one worries about him being after Harry, even though the public and minister think he's still guilty and should therefore be after Harry still. It's like after every year they forget what happened during that time. It's like a rewind on their memories and then record over them with a different year that nothing happened during.
