im so confused, this story seems to jump all over the place, and has no clear distinctions between who is speaking of if they are thinking, or if they're talking at all

I had to re-read the loophole portion Harry spoke about regarding the death rule several times before I finally got it. It was just that oddly worded to my mind.
I'm guessing Harry visited Bellatrix in Azkaban somehow as the Death Eaters there weren't freed by Voldemort until Halloween, if I remember correctly. Then he gave Lucius the same information at the manor. Bella's exempt as she wants to kill Sirius and Lucius may well be the same on a certain level in order to get the Black title closer to his son.
