I am going to be rather honest with my critiques on this story, and I will explain what I like in this chapter and which elements could be improved upon. Firstly, the punctuation and grammar is nearly flawless, so you need not worry in that area. The dialogue is also adequate, so that is good.

That being said, I was somewhat confused at the name of the Kingdom of Alsace, as Alsace is a western region of France. Also, it would have been better if you had explained the villains' motivations for why they see themselves as superior to other bird species, and why they think of neotropical parrots as undesirable individuals. By far the largest critique I have with this single chapter is the narrative style, which seems to transition between third and first person at random. But, I do see this story being improved, and because of that, I encourage you to continue writing this story.
