Sight, so you’ve got yourself a high quality story and premise of a stronger/better-motivated Izuku, and while I could ramble on about how good your writing is, I think it’d be more appropriate to ask a couple questions;
Firstly, and I regret having to ask this already, Will there be a pairing with Izuku, from the current setup I’d say kendo or Tsubasa, but Tsubasa is also in a dangerous situation right now?

Second, if kendo isn’t going to be class 1-B President, is it that Izuku will be sent to class B and serve as their president or kendo will work harder and be sent to class A to join Izuku?

Finally, will Izuku know how to fly by the time of the yuuei entrance exams assuming he doesn’t just become a vigilante after this encounter?

What a cliff hanger !

I really don't mind OC's as long as they're not some OP character we all know usually is nothing more than an implict self insert of the author who, lots of times, simply wants to place themselves in a relationship with their favourite male/female character from the franchise without seeming completely pathetic. I'm no saying that's the case EVERY time, but come on, why else would anyone create an original character that constantly overshadows and sometimes even belittles the franchise's main man/woman?

Anyways, in other words, I don't mind Tsubasa-chan. Question, though, why did she say 'mother...' When she saw the villain? Were they SERIOUSLY her mom?

Well this will be some debut for Izuku if he pulls it off, either way distracting the villain he has potentially saved all there lives so there is debt to izuku.

As for (2), Izuku mentioned that there was a man in modern times (My Hero Academia-wise) who said, "If Quirks had never existed, humans would be experiencing interstellar travel right now." Or something along those lines. We can surmise from that quote that the appearance of superpowers had halted scientific and technological progress, due to the initial chaotic situation in society and the focus on Quirks and law reforms. I think Izuku said it when All Might was telling him about All for One.

By the way, when using possessive, you must use an apostrophe before the 's':

"Some people inherit a single PARENT'S quirk."

If the noun already ends with an 's', then you just add an apostrophe at the end. The only exception is 'its'.

Otherwise, great start. A bit quixotic, summary included, but not bad at all.

I forgot to sat this but Izukus quirk reminds me of Aiz Wallensteins magic Ariel from Danmachi/ Is it Wrong to Pick up Girl in a Dungeon.
