Ah no why would you give all three Rain ninjas a bloodline ? Bloodlines are really rare in Naruto, Konoha is actually extremely lucky to have so many ! You don’t need to give ninjas bloodline to make them tough opponents ! “If everyone is special, then no one is !” I think it’s Syndrome who said this.

Giving away bloodlines like this completely minimises already existing bloodlines. And by the way, I’m not even sure Rain ninjas could be here. I think they’re country was still going through a war

please don't have them all with bloodlines. you shouldn't hand out bloodlines like candy, it devalues thier rarity.
Konoha (and pre-civil war kiri) are unique for having so many bloodlines, it's not a common thing. A ninja can be strong WITHOUT resorting to throwing bloodlines at them.
Rain was a major conflict region in the second and third wars, they were decimated over and over. it doesn't make sense for them to have many bloodlines available to them. especially because you can be sure Iwa and Kumo quietly at least tried to steal any bloodlines for themselves while fighting in the area
