It rather depends on the individual Deity and their skills in addition to what they feel comfortable with.

And with skills. I mean whether or not they're Shapeshifters.

Zeus is one, but his forms are either male (a swan for instance) or gender neutral (a cloud).

Artemis, IIRC, only shifts into a hind form, next to her humanoid form.

Loki, while mentally male has little issue with becoming female. Which is how he ended up birthing Sleipnir.

Whereas Odin is again only a male something, although an older greybeard is his favourite.

On the other hand someone like Haephestus or Thor only have their own shape, nor do they seem particularly interested in shapeshifting.

Inari is one of the more unique deities as far as I've been able to dig up. They truly are one with their representation. A Kitsune, shape shifting and altering their gender is as natural to them as breathing to a human.

So while originally male, they'd be just as comfortable in a female form. Inari is Inari, regardless of their gender or form.

Contrast that with Amaterasu, whose own shapeshifting skills seem to be limited to a female something. Then again, Amaterasu seems more inclined to making independent incarnations of herself for some reason.

Sometimes it goes well, other times it goes FUBAR.
